The NIH gets tough on ethics? Not likely.

In public, NIH director Tom Insel has come down hard on conflicts of interest. In private, he has been working behind the scenes to help a major violator, Charles Nemeroff, find a new plum position at the University of Miami, assuring Miami that the NIH is behind him.
